The NCUA defines a minority depository institution as a federally insured credit union in which a majority of the current members, the board and the community it serves belong to eligible minority groups, namely Asian American, including Native Hawaiian and Pacific Islander, Black American, Hispanic American and Native American. The file for June 30, 2026 flags 454 credit unions that way, more than one in ten of all filers. Texas has the most with 69, ahead of California with 40. The flag does not say which group a credit union serves, and we do not guess from a name. So a person looking for a Black-owned credit union, for example, will find the flag useful as a first filter, and will need the credit union’s own page or a call to go further. Joining still depends on its field of membership.

Hawaii stands out, with 36 of its 45 filers flagged, and the District of Columbia is next in proportion at 13 of 28. Other states on the list carry a higher count but a smaller share. The flagged list runs from institutions with billions of dollars in assets to very small ones, and a small filer’s rates can move a long way on a few loans, so read its numbers with that in mind.

What the definition covers

The NCUA’s page on preserving minority depository institutions sets out the three parts of the test and the groups. It is the agency’s definition, used for its program. Our page reproduces the flag and adds nothing of its own, and no credit union pays to be listed or asks us to be left out. Because the file gives the flag at the end of the quarter, a recent change may not show, and a credit union could qualify under the definition without carrying the flag. If it matters to you, ask the credit union.

Using the list

Treat it as you would any other list on this site. First, see if your state has names that fit you. Then read the membership page or call. Next, run the health check, keeping in mind that small credit unions often fail the member test, and sometimes the delinquency one, for reasons unrelated to their safety. The steps for joining are the same as anywhere else. Some members choose one of these for its purpose as well as for its numbers, and the filing can only speak to the numbers.

Questions people ask

Does the file show which credit unions are Black owned?

Not by itself. The public flag says a credit union is a minority depository institution, not which group it mainly serves, and credit unions are owned by members and not by an individual in any case. The NCUA’s preservation program has more on the designation. We list the flag as filed and do not infer a group from a name.

Can I join a minority credit union if I am not in that group?

A credit union’s field of membership decides that. It is usually based on an employer, a community, or an association, and the rules we read did not make race or ethnicity the test for an individual member. The flag describes the make-up of its membership, board and community. So ask the credit union about its field.

Are minority credit unions federally insured?

Yes. The NCUA’s definition is limited to federally insured credit unions, so each one flagged in the file carries the same share insurance as any other, up to $250,000 per owner, per credit union, per ownership category. Net worth and delinquency vary from one to another just as they do elsewhere, and the tools on this site read them in the same way.
